In recent years, the ACLU of Illinois teamed up with Access Living, Equip for Equality and other allies to change state policy regarding housing and treatment options for those with mental illness, developmental disabilities and physical disabilities. State funding priorities favor warehousing people with disabilities in huge institutions, rife with abuse and neglect. Our litigation challenges a dysfunctional system that frustrates the human development of people who would benefit clinically, emotionally and physically from living in more integrated settings. Moreover, integrated settings, where residents can help care for themselves, often are cheaper to operate than are large institutions.

The 2011 budget proposed by the Illinois House would slash funding to the type of community services that are necessary to transition from large institutions to community services. Urge your State Representative to preserve funding to provide community-based services for persons with disabilities.
