“Emergency Management and Preparedness - Registries: It’s not about the list” Persons with Disabilities Webinar Series Sept 11th

The whole community approach to emergency management requires an informed and shared understanding of a community risks, needs, and capabilities. Communities often consider using Emergency Assistance Registries as a strategy for gaining such an understanding of their populations with communications, medical, independence, support, or transportation access needs or functional dependencies. Drawing on recent research, this talk will not focus on “the list”; rather, it will focus on four concepts critical to making registries about the people: registry purpose, inherent contract, location vs. hazard, and contract fulfillment. These concepts will be explained by showing how they played out in one community’s registry operation.

Presenter:
Paul L. Hewett, JR., Ph.D. Dr. Hewett is the Deputy Director for the Center for Integrated Emergency Preparedness at Argonne National Laboratory. He is responsible for developing programs, conducting research, and developing and implementing innovative approaches to resolving a wide spectrum of emergency preparedness issues. Dr. Hewett is the Principal Investigator for Argonne’s support to the Federal Emergency Management Agency’s National Preparedness Directorate. He leads research teams that:
  • Support development of emergency planning guidance and systems,
  • Provide logistics planning, operational planning, and risk communications technical assistance to state and local governments; and
  • Develop and deploy emergency management models, simulations, and decision-making tools in support of FEMA’s preparedness and technical assistance programs.
Dr. Hewett’s research interests include planning modernization, exercise evaluation methodologies, and vulnerable population assistance. He is the author or co-author of numerous journal articles and reports on emergency planning, evaluations systems, and lessons-learned processes. Dr. Hewett is also an adjunct assistant professor at Fayetteville State University and Oklahoma State University, teaching undergraduate and graduate-level courses in fire science and emergency management-related topics.
Dr. Hewett holds a Ph.D. in Fire and Emergency Management Administration from Oklahoma State University. He received his B.A. in Political Science from Western Maryland College and a M.Ed. in Human Resource Education (concentration in Training and Organization Development) from Boston University.
